Chelsea has received a boost from their target from Atletico Madrid who just received a green light from the board to leave in the upcoming winter transfer windows, in January.

According to the latest reports from the English outlet, The Sun, and AS, Atletico Madrid have agreed to let their Belgian winger, Yannick Carrasco, leave in few days once the winter transfer windows open in January, and Chelsea are one of the clubs who are keen to sign the world-class young winger.
Chelsea tried to sign Carrasco last summer, but Atletico Madrid refused to let their winger leave especially with the transfer ban they were facing which means they can’t sign any replacement until the next transfer windows in January, but Atletico Madrid are reported now willing to let Carrasco leave to fund other deals after their disappointing Champions League campaign where they got knocked out of the group stages and are now in the Europa League.
On the other hand, Carrasco is having several issues with the club and their manager, Diego Simeone, which suggests that leaving in January would be good for both parties.

The 24 Belgian winger is estimated to be worth around 40m GBP, and Chelsea are easily able to sign him to strengthen their squad, knowing that Chelsea will face competition from several other clubs such as Arsenal and Bayern Munich.
